The Financial Revivalists: Once Bad For Me, But Now Good For You...And Your Next Egg

Thanks to all the new readers of the past few days. I appreciate the posted comments and e-mails, and I do read all of them.

Since this blog is all about intellectual honesty, I wanted to add a bit to my original post about Social Security and private accounts. Over the past few months, several financial industry pundits have been highly visible in the print and television media promoting the President's vision on this issue. One of them is named Don Luskin. I've seen him repeatedly on a variety of business and political talk shows; he's also a prolific writer about this issue.

When I first saw Luskin on television a few months ago forcefully advocating private accounts, I did a double-take. The last time I remembered seeing or hearing about him previously was several years ago, but I did not remember much about him. A fast internet search brought it all back in a few seconds. For those not familiar with Luskin's past, in 1999 he started a mutual fund firm called MetaMarkets.com. The results were ugly; the company's two funds quickly lost a shocking percentage of investor funds, and had to be shuttered. One post-mortem appears here. Ever the optimist, Luskin blamed his poor performance, according to the article, on "the worst bear market in 50 years, maybe 100 years" but said "it's clear to us we set in motion a revolution that cannot be turned back."

Has anyone asked Luskin how his plan for private accounts would fare if another recession or stock market crash--or several of them--inconveniently appeared? If that happened just as Don was about to retire, would he mind having his personal private account meet the same fate as the funds he managed professionally?

Why is anyone listening to this person? Is this the best that proponents of private accounts can do?

Another example of the hypocrisy that surrounds this issue: Consider the case of the rapidly disappearing campaign fund of Senate Majority Leader Bill Frist (R-Tenn). Judging by the staggering losses Senator Frist's fund has incurred in its stock market investments, one might think he had the misfortune of investing in Don Luskin's funds. The Washington Post dissected this disaster here. According to the article, Frist's investment losses were so severe that the fund was unable to cover a large bank loan. As with Luskin, however, optimism reigns. Linus Castignani, Frist's campaign treasurer, said he was confident that "as the market improves, so will this account" and that he had "full confidence in the market between now and the time we close the account at the end of Senator Frist's term in 2007."

Opponents of private accounts might be justified if they told Frist and Luskin to keep their optimism and retire on it if they so desire; everyone else will take something more certain.

Don't get me wrong. I believe the basic concept of private accounts does have some merit, and hopefully I will discuss that in a future post. But this issue is complicated and contentious enough without proponents of the President's vision conveniently forgetting their embarrassing yet highly relevant recent pasts--and, almost like born-again financial revivalists, believing that given a second chance they can somehow "do better for all of us."

That's not Conservativism. It's intellectual hypocrisy.

I appreciate the links and the background on Frist and Luskin. I would ask this question to anyone (as you yourself note) who thinks there is some merit to private accounts the following question:
wouldn't Social Security's short term demographic--not systemic--problems be solved by a modest but long term commitment to raising the cap on the payroll tax?
It is one thing to suggest that private accounts merit discussion. (Heck, I think steroids in baseball merit a discussion, I think the war in Iraq merits discussion as does Jouh Rouse's new album etc.)
But, since no one ---not even the wingnuts---can argue that private accounts will solve Social Security's so-called insolvency, why bother? IRA, 401K's offer investors plenty of opportunities to invest tax free money as they see fit.
Now maybe we can talk about steroids....as far as I can see they have about us much to do with Social Security as private accounts do in the first place.

I am amazed that anyone listens to Luskin either. I have had the chance to meet him and I would have to say he has, at best, a peculiar take on things.

Didn't he used to write for The Street but quit in a huff because Cramer actually called him on his lousy performance?

Interestingly also, Luskin's former employer, Barclays Global Investors, didn't hurt any during that bear market (after Luskin's departure). In fact, they roared back to become the largest institutional investment manager in the US.

Hi, Good luck with the new blog, anyone who is going defend modern US conservatism in Bush's world while adhereing to realism and intellectual honesty is going to need it. Some great posts so far, very provocative.

Donald Luskin is very well known on the liberal side of blogosphere. Usually as an object of ridicule. Luskin said Social Security will be in crisis in 2009. He's an ideological Randian libertarian, not a serious fellow. His blog is called "The Conspiracy to Keep You Poor and Stupid."

By the way, if you want a bigger gig than this blog perhaps you can write about economics for National Review. The Berkelely econonmist Brad Delong is constantly raving about how poor National Review's economic writers are, particularly Luskin and Kudlow. He can understand with the deep bench of conservative economists, they can't find somebody good. He keeps saying how modern conservatism has abandoned sound economics. They are far in favor of ideology over realism there. Luskin also presumes to correct Paul Krugman's economics all the time. I think he still does this every week.

Luskin also achieved a level of notoriety when he tried to sue Atrios. Lusking had gone to a Krugman book signing and blogged about it in a post entitled "Face to Face With Evil." Seriously. Atrios linked to the post and titled the link "Diary of a Stalker." Luskin had a lawyer friend shoot Atrios a nastygram claiming that statement libeled him and subsequent posts by commenters on the site were actionable too. It's unclear whether Luskin had a case, this was before economist Duncan Black switched jobs and came out as Atrios and people speculated that Luskin wanted to use the lawsuit to reveal Atrios's identity. At the time, there was speculation that Atrios was Sidney Blumenthal or Gene Lyons. Lusking eventually backed down after hundreds of blogs started calling him a stalker; it was revealed that the conservative blogger Instapundit called him a stalker with being threatened with a lawsuit; he started being attacked by conservative blogs for threatening an abusive lawsuit and for arguing any website owner is responsbile for his commentor's words. Oh, and also after it was revealed that Luskin referred to himself as a stalker

It's a very amsuing episode. If you ever have the time, google Luskin and Stalker.

One of the basics of creating a sound portfolio is that part of the portfolio should be rock solid so that one can be assured that it will be there no matter what. This allows the investor to include some riskier securities which, according to finance theory and historical experience, should generate higher returns.
Social Security allows us to take on some investment risk to build for the future. Take away the guarantee and we will all have to reduce the risk in our investment portfolios.
This is another reason why Bush's privatization won't increase investment in equities.

There are three things that could be done to increase Social Security's solvency;
-increase the eligibility age-increase the income limits subject to the tax-impose means testing to limit benefits going to people who are already well offThese measures seem like a no brainer.
The eliigibility age has barely increased since the programs inception, yet our lifespans, and more importantly, our working lifespans, have increased dramatically. People are penalized now for working longer. Ninety thousand dollars a year is the income limits subjected to the SSI tax, income above ninety is not. It should be made more progressive, if this is something that is important to society (keeping the elderly out of poverty) all income should be subject to the tax. Means testing could be done through the tax code to allow people who are well off to deduct benefits foregone from their taxable income.

One provacative thought I saw about raising the tax cap is to call it a simple adjustment. According to the AARP Chair, currently 84% of all income is subject to SS taxation, while the historical average is 90%. Because of this, raising the cap to at least 100K should be arguable by simply calling it an adjustment. The thought of completely removing the cap is great, but has no chance in hell of happening, and this increase would allow a large improvement in solvency.

One of the most absurd problems with the current SS debate is that medicare is so much closer to crisis. Taking the SS dates of 2018 and 2042 and applying them to Medicare you get 2004 and 2013! The problem with attacking Medicare, unlike SS, is that there is no politically winning way to fix it. WHile private accounts sounds appealing to many in SS, Medicare can only be fixed by raising taxes or cutting benefits, something neither party will want to bring up at all.

What are the economic benefits to the economy of having a Secure Nest Egg. In addition to chaning our investments, how about our spending. Older people are able to take vacations and travel more. People just before retirement don't have to worry about their parents financial health. What is the effect on the economy if everyone becomes tighter with spending in later years.

Oh yeah, about the "private accounts" thing for SS: I had a quick thought of an alternative to the Bush "plan" myself recently. Curious what someone more involved thought of it.

Interesting that it should be in the so recent past, and now we have his political bretheren pushing so hard for the rest of us to be allowed (forced) to experience the same thing. Best of luck. Describing yourself as "I'm a lifelong conservative with a strong independent streak." can not have made you very popular over the past few years. Our current administration in particular, and the right wing in general are very suspicious of the "independent".

Thanks for the info. He seems to show up on Larry Kudlow's show on CNBC at least once a week and I couldn't figure out why he seemed vaguely familiar.

Speaking of, I can't believe they gave Kudlow an hour all to himself to bloviate. I realize CNBC is merely stock market related infotainment, but this crosses a line. I'd be concerned if anyone actually made financial or investment decisions based on his opinions.

Hmmm, the old saying about how "those who can, do, while those who can't, teach," needs updating. How about "those who can, do, and those that can't find jobs in the Bush administration?"

When someone fails abysmally in every business they've tried to run(except from a personal profit standpoint), one would not want to entrust them with stewardship of an economy as vast as the USA's. When one spends his military time in the National Guard when the country is at war, and has a spotty record there, one should hesitate to entrust them with our military. This seems common sense to me. Unfortunately, my notion of common sense does not seem to jive with what 51% of the nation felt was common sense. So we have shills out touting the grand plans of remaking society, shills who as failures have no life now but to shill for a greater failure who happened to be successful at PR rather than honesty.

The future frightens me, not so much for me, but for my children.

The reason the administration wants to change Social Security is because in 2018 when the system stops running a surplus S.S. will have to cash in there reserves but the Govt. does not have the money to pay because they have been spending like crazy. Destroying the system so they can keep spending is not the answer.

IIRC George Soros lost a huge amount of money, several BILLION dollars (as opposed to the low milliions Luskin's firm lost) , when his Quantum Fund collapsed as the NASDAQ tanked. So...does that make everything he has to say about fiscal or monetary policy automatically suspect? If so then why did the Democrat left flock to him during the last election(aside from the fact that he was a huge benefactor of theirs)?

Anyone in this forum ever hear of the term "arguing on the merits"?

Anyone ever hear of the fallacy "ad hominem"?

And since when is Luskin the only proponent of private SS accounts? Talk about a strawman argument!!!

Already we've heard from opponents to the concept that Wall Street will make billions if such accounts were set up, which of course means that SUCCESSFUL fund managers' support for the program will be deemed self-serving. Just who, I wonder, would Realist consider a credible supporter of the program? Or is the crux of the matter that he's stubbornly opposed to it, no matter what the counter arguments?

As for the position that people who have sustained stock market losses who argue for private SS accounts are guilty of "hypocrisy", then how does Cunning Realist view 401(k)s? Everyone who has a balanced portfolio knows that not all the holdings will be equally profitable, and that some may lose money. Did Frist lose everything when his fund tanked? Did Luskin's customers lose everything? Or did they just take their losses in stride, as part of "investing" in the market?

And what about the obvious, that any private SS account could be required by law to be invested in no-load index funds accounts or the like, rather than on boutique funds, junk bonds, individual stocks or other risky ventures. Ya think maybe such private accounts might have to be moved into safer holdings as a person gets closer to retirement?

Finally, the proposed accounts are voluntary, AND will be limited to 4% of the taxpayer's FICA payments.
No one will be forced to, or allowed to, bet the farm....

The problem with private accounts and the current Social Security is that for every dollar invested in private accounts means that the government will borrow a dollar. Your investment then must not only beat inflation and account administrative fees ,it also must earn enough to pay back that debt plus interest. Google Cato Journal 1983 leninist for some interesting reading.

Soros is a graduate of the London School of Economics and a self-made billionaire investor with a track record over decades. Luskin dropped out of Yale and runs poorandstupid.com. Luskin started, started mind you,a tech fund in later 1999. Soros is a philantrhopist who has personally given away hundreds of millions of dollars dedicated to creating to putting philosopher Karl Popper's ideas of the Open Society into motion in order to create a more stable world, particularly in formly Communist countries.

Soros or Buffett are the only two people who can claim the title World's Greatest Investor.

Soros lived under Nazi occupation and then saw his home country come under Communist domination. Luskin thinks Paul Krugman is evil.

Now you wonder wny people take Soros seriously but not Luskin? Any argument by Luskin is automatically devalued because Luskin is a buffoon.

This is false. They will not be limited to 4% of FICA payments, but four percentage points. Vastly different thing. Currently employees pay 6.2 percent of their income for FICA. That's 6.2 percentage points. Private accounts allows you take 4 of those percentage points. The four percent is not of the smaller part, it's of your entire income. So it's not 4% of 6.2 %. It's 4% of 100%. 4/6.2 is roughly two-thirds. So two-thirds of the amount you donate to Social Security can be shifted to private accounts. This is a huge amount of money. This is why Bush's plan requires borrowing several trillion dollars decade after decade.
So the 4% argument is absolutely false.

The voluntary argument is half false. Yes the private accounts are voluntary, and you can leave your SS money as in. However, you will still be hugely affected by the mere exisince of private accounts. Because if private accounts are carved out of the current SS fund at this 2/3 of employees' contributions rate, large amounts of money are flowing out of the system and your benefits will be cut even if you don't choose private accounts

I've often wondered why Congress doesn't pay a political price for spending the Social Security surplus funds as if they were general funds as a previous post mentioned?

I suspect the public just doesn't know and the media - who is suppose to be informing the public - is incompetent, lazy, or misguided.

When I see anyone talk about a subject these days as an "expert", first thing I ask is: who are they, who pays them, and what do they get out of it. The harder I have to look, the more likely there is a PR/marketing scam going on.

The Cato Institute seems to be the driving force behind privatization. "For Our Grandchildren" "socialsecutiry.org","Alliance for Worker Retirement Security" plus many others are tied to Cato. Jose Pinera is employed by Cato who happens to be the architect of the Chilean plan. Every time I see a positive opinion piece I cross reference the name to Cato.
The majority of the time you will find a connection.

Looks like Autosurfing has taken a pretty huge hit this past week. The Stormpay fiasco has impacted just about all of the major and minor autosurf programs.
