Something like this might explain the recent rash of "inexplicable" vandalism in North Andover, MA. Several dozen "higher-end" cars had their tires slashed last weekend, and the local police affected to have No Idea Whatsoever why people parking (relatively) expensive cars in a traditionally working-class town might all be drawing negative attention. I wonder how many similar incidents aren't getting reported in any aggregated way? I wonder how long before the vandals progress from slashing tires to full-scale arson?

While I don't condone vandalism, stories like that make it seem like the Europeans give much more of a crap than we do.
