The One-Percenters
President Bush, responding to a question on North Korea during his press conference on Friday: "The problem with diplomacy, it takes a while to get something done. If you're acting alone, you can move quickly."

"The Problem with the Constitution is that Crazy unAmerican concept of 3 branches of Government. In Texas, our Gun and our Liberty does the talking; these do gooders in DC, don't know better."

I love America but hate what Bush & Co. have done.
"If this were a dictatorship, it would be a heck of a lot easier, just so long as I'm the dictator." (George W. Bush, December 18, 2000)
With that kind of mindset diplomacy is indeed very difficult. However, all disputes, armed or not, are eventually settled diplomatically.
Part of our problem is, that we think we're doing other countries a favor by merely entering into talks.
Well, between Kim and Bush who the heck moved more unilaterally against the advice of his allies?

Kim shot some missiles into the ocean (Kim has allies?). Against the advice of most of the world, including many allies, Bush invaded a country that did not threaten us and plunged it into a sectarian civil war. So I guess the answer would be Bush.
I found a great deal of effective data in this post!
