Well, There Goes The Tip
Taxis are relatively safe, but US Govt employees cannot use them. Also note, through personal experience, that taxi drivers will do odd things sometimes. Examples: a driver from Bangladesh was obsessed with Def Leppard Songs and lip synch'd them for the entire ride. On two different occasions with two different drivers, the taxi driver promptly pulled his pants down to his ankles once we started moving and proceeded to fondle himself relentlessly. Yes, this happens.

all the way to the ankles is a bit extreme, I think.
While in New Jersey, you can get a ticket for talking on a cellphone. "Distracted driving" indeed.
