Is the Army seriously planning to anticipate and quash a second American Revolution? That sure is what it sounds like...Yes, I know it indicates that the contractor should prioritize "foreign language domains". But the use of the word "unrest" denotes to me the isolation of Americans who may be growing intolerant of having their free speech rights violated.
TCR, perhaps you could enlighten us as to how often your page is viewed by .gov or DOD domains? Not that your page is a hotbed of revolutionary speech...although, perhaps a bit threatening because of your informed skepticism.
