In considering what the Army was up to in the late forties one must remember what it was like back then for America. We were in the era of UFOs and Commies under every bush (not Bush) and in mortal fear of the Soviets. It was about the time the slogan 'better dead than red' came to the fore. So that the Army planned to radiate someone should not be a surprise. That they were unable to find someone to radiate should be.
